一、本規定以教育部「外國學生來臺就學辦法」第六條、本校學則暨相關規定訂定之。
I. These Guidelines are established in accordance with the Ministry of Education’s Regulations Regarding International Students Undertaking Studies in Taiwan Article 6 and the Academic Regulations and relevant regulations and guidelines of the National Chung Hsing University (hereinafter referred to as “NCHU”).
二、具外國國籍且未曾具有中華民國國籍，符合下列規定者，得依本規定申請入學：
II. Those who possess a foreign nationality without holding the Republic of China (hereinafter referred to as “ROC”) nationality and meet the conditions of the subsequent subparagraphs shall apply for admission in accordance with these Guidelines:
（一）未曾以僑生身分在臺就學。
A.The applicant has never possessed the status of an overseas Chinese student.
（二）未於申請入學當學年度依僑生回國就學及輔導辦法經海外聯合招生委員會分發。
B.The applicant has not been assigned a placement by the University Entrance Committee for overseas Chinese students for the current academic year.
具外國國籍並符合下列規定，且最近連續居留海外六年以上者，亦得依本規定申請入學。但擬就讀大學醫學、牙醫或中醫學系者，其連續居留年限為八年以上：
Those who possess a foreign nationality and meet the conditions in the subsequent subparagraphs and have continuously resided overseas for more than six years shall also apply for admission in accordance with these Guidelines. However, those who plan to apply to study in a university department of medicine, dentistry, or Chinese medicine must have resided overseas continuously for more than eight years.
(一)申請時兼具中華民國國籍者，應自始未曾在臺設有戶籍。
A.The applicant also holds an ROC nationality at the time of application but has never had a household registration in Taiwan.
(二)申請前曾兼具中華民國國籍，於申請時已不具中華民國國籍者，應自內政部許可喪失中華民國國籍之日起至申請時已滿八年。
B.The applicant has once held a ROC nationality but no longer does at the time of application, and there have been at least eight (8) years between the dates of application and the renouncing of the ROC nationality as approved by the Ministry of the Interior.
(三)前二款均應符合前項第一款及第二款規定。
C.The applicant who meets the conditions of the preceding two subparagraphs shall also meet the conditions stated in subparagraphs 1 and 2 of the previous paragraph.
依教育合作協議，由外國政府、機構或學校遴薦來本校就學之外國國民，其自始未曾在臺設有戶籍者，經教育部核准，得不受前二項規定之限制。
Foreign nationals selected by foreign governments, institutions, or schools to study in Taiwan in accordance with the education cooperation framework agreement, and who have never had a household registration in Taiwan, with the approval of the Ministry of Education (hereinafter referred to as “MOE”), may not be subject to the restrictions of the preceding two paragraphs.
第二項所訂六年、八年，以擬入學當學期起始日期（二月一日或八月一日）為終日計算之。
The said six-year and eight-year periods stipulated in Paragraph 2 shall be calculated from the starting date of the registering semester (February 1st or August 1st) as the period’s end date.
第二項所稱海外，指大陸地區、香港及澳門以外之國家或地區；所稱連續居留，指外國學生每曆年在國內停留期間不得逾一百二十日。連續居留海外採計期間之起訖年度非屬完整曆年者，以各該年度之採計期間內在國內停留期間未逾一百二十日予以認定。但符合下列情形之一且具相關證明文件者，不在此限；其在國內停留期間，不併入海外居留期間計算：
The said “overseas” stipulated in Paragraph 2 refers to countries or territories other than China, Hong Kong, and Macao. The phrase “continuously resided overseas” stipulated in Paragraph 2 means that the applicant’s time of stay in Taiwan, if any, shall be less than 120 days in each calendar year. When calculating the number of consecutive years residing overseas, if the first or last year of the period is not a full calendar year, any time of stay in Taiwan in the first or last year shall not exceed 120 days. Nevertheless, the time of stay in Taiwan meeting one of the following conditions, with relevant supporting documents, shall be discounted from the consecutive years residing overseas:
（一）就讀僑務主管機關舉辦之海外青年技術訓練班或教育部認定之技術訓練專班。
A.The period in attending an overseas youth training course organized by the Overseas Compatriot Affairs Council or a technical professional training program accredited by the MOE.
（二）就讀教育部核准得招生外國學生之各大專校院華語中心，合計未滿二年。
B. A period of less than two years in total studying at a Chinese Language Center of any university/college which may recruit students overseas and approved by the MOE.
（三）交換學生，其交換期間合計未滿二年。
C. A period of less than two years as an exchange student.
（四）經中央目的事業主管機關許可來臺實習，實習期間合計未滿二年。
D. A period of less than two years practicing internship approved by the designated central competent authority.
具外國國籍並兼具中華民國國籍，且於教育部「外國學生來臺就學辦法」中華民國一百年二月一日修正施行前已提出申請喪失中華民國國籍者，得依原規定申請入學，不受第二項規定之限制。
Those who once possessed both foreign and ROC nationalities and have renounced the ROC nationality before February 1st, 2011, the effective date of the amendments to the MOE’s Regulations Regarding International Students Undertaking Studies in Taiwan, may apply for admission in accordance with the provisions before the amendment and are not subject to the restrictions stipulated in Paragraph 2.
三、具外國國籍，兼具香港或澳門永久居留資格，且未曾在我國設有戶籍，申請時於香港、澳門或海外連續居留滿六年以上者，得依本規定申請入學。
III. Those who hold a foreign nationality and permanent residency in Hong Kong or Macao, have never had a household registration in Taiwan, and have continuously resided in Hong Kong or Macao or elsewhere overseas for more than six years at the time of application may apply for admission in accordance with these Guidelines.
前項所稱連續居留，指每曆年在國內停留期間，合計未逾一百二十日。但符合前點第五項第一款至第四款所列情形之一且具相關證明文件者，不在此限；其在國內停留期間，不併入前項連續居留期間計算。
The term “continuously resided overseas” stipulated in the preceding two paragraphs means that the applicant’s time of stay in Taiwan, if any, shall be less than 120 days in each calendar year. Nevertheless, the time of stay in Taiwan meeting one of the conditions stipulated in Subparagraphs 1 through 4, Paragraph 5 of Article 2, with relevant supporting documents, shall be discounted from the consecutive years residing overseas.
曾為大陸地區人民具外國國籍且未曾在我國設有戶籍，申請時已連續居留海外六年以上者，得依本規定申請入學。
Those who were residents of China, hold a foreign nationality, have never had a household registration in Taiwan, and have continuously resided overseas for more than six years at the time of application may apply for admission in accordance with these Guidelines.
前項所稱連續居留，指每曆年在國內停留期間，合計未逾一百二十日。但符合前點第五項第一款至第四款所列情形之一且具相關證明文件者，不在此限；其在國內停留期間，不併入前項連續居留期間計算。
The term “continuously resided overseas” stipulated in the preceding two paragraphs means that the applicant’s time of stay in Taiwan, if any, shall be less than 120 days in each calendar year. Nevertheless, the time of stay in Taiwan meeting one of the conditions stipulated in Subparagraphs 1 through 4, Paragraph 5 of Article 2, with relevant supporting documents, shall be discounted from the consecutive years residing overseas.
第一項及第三項所定六年，以擬入學當學期起始日期（二月一日或八月一日）為終日計算之。
The said six-year and eight-year periods stipulated in Paragraphs 1 and 2 shall be calculated from the starting date of the registering semester (February 1st or August 1st) as the period’s end date.
第一項至第四項所定海外，準用前點第五項規定。
The said “overseas” stipulated in Paragraphs 1 through 3 shall follow Paragraph 5 of Article 2, mutatis mutandis.
四、 本招生規定經教育部核定後，有關招生方式、入學資格審查程序、招生學系（程）、各學系（程）授課語言、學生應具備之語文能力基準、修業年限、招生名額、申請資格、財力證明基準、學雜費收退費基準、學校獎助學金資訊及其他相關事項，應明訂於招生簡章內。
IV. After these Guidelines are approved by the Ministry of Education, the rules concerning student recruitment methods, admissions qualification review procedures, recruiting departments/programs, the language of instruction of each department/program, standards for students’ language proficiency, program lengths, number of enrollment slots, application requirements, standards for proof of financial ability, standards for tuition and fee payments and refunds, scholarship and financial aid information, and other relevant matters shall be clearly stipulated in the admissions prospectus.
五、 外國學生申請入學本校就學，應依當年度簡章所定期限，檢附下列文件，逕向本校國際事務處提出申請，經本校「外國學生入學審查會議」審查合格後發給入學許可：
V. Prospective applicants shall apply for admission to the Office of International Affairs within the specific time period. (The deadline for specially approved international programs is specified in the Application Guidelines.) The application shall include the following documentation. Those who pass the review or examination will be issued acceptance letters.
(一)入學申請表一份（附貼二吋脫帽半身照片）。
A. An admission application form.
(二)最高學歷或同等學力證明文件：
B. Documents proving academic credentials:
1. 大陸地區學歷：應依大陸地區學歷採認辦法規定辦理。
1. Academic credentials from China: shall be handled in accordance with the Regulations Regarding the Assessment and Recognition of Academic Credentials for Mainland Area.
2. 香港或澳門學歷：應依香港澳門學歷檢覈及採認辦法規定辦理。
2. Academic credentials from Hong Kong or Macao: shall be handled in accordance with the Regulations Governing the Examination and Recognition of Educational Qualifications from Hong Kong and Macao.
3. 其他地區學歷：
3. Academic credentials from other areas:
(1)海外臺灣學校及大陸地區臺商學校之學歷同我國同級學校學歷。
(a)Academic credentials issued by an Overseas Taiwanese School or schools in China operated by Taiwanese businesspeople shall be regarded as equivalent to those issued by educational institutions at the same level in Taiwan.
(2)前二目以外之國外地區學歷，應依大學辦理國外學歷採認辦法規定辦理。但設校或分校於大陸地區之外國學校學歷，應經大陸地區公證處公證，並經我國行政院設立或指定之機構或委託之民間團體驗證。
(b) Academic credentials from countries other than those referred to in the preceding two items shall be handled in accordance with the Regulations Governing the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education. Notwithstanding, academic credentials issued by a foreign educational institution’s campus or branch located in China shall be notarized by a notarizing agency in China and authenticated by an agency established or designated by the Executive Yuan, or by a private organization commissioned by the Executive Yuan.
（三）檢附足夠在臺就學之財力證明(銀行存款證明美金4000元以上)，或政府、本校或民間機構提供全額獎助學金之證明。
3. Proof of financial support adequate for the study in Taiwan (Bank statement with least USD 4000 or above), or a certificate indicating full scholarship granted by a government, university, or private organization.
（四）歷年成績單一份。中、英文以外之語文，應附中文或英文譯本。
4. One copy of the academic transcript (with Chinese or English translation attached if the transcript is in a language other than Chinese or English)
（五）語文能力證明文件：依系所組之授課語言繳交語言能力證明文件，招生系、所、組之授課語言另於招生簡章公告。
5. Proof of language proficiency in the language of instruction shall be submitted to the recruiting department/institute/division, which shall be announced separately in the admissions prospectus.
1.中文授課之系、所、組：
1.Programs conducted in Chinese:
(1)繳交相當於華語文能力測驗(TOCFL)A2（含）以上之中文能力證明。
(a)Proof of Chinese language proficiency equivalent to A2 or higher in the Test of Chinese as a Foreign Language (TOCFL)
(2)母語為中文、前一學位為中文授課或主修中文者，提供相關證明。
(b)Applicants whose native language is Chinese or who obtained their previous degree conducted in Chinese or a Chinese language program shall provide the relevant supporting documents.
2.英文授課（包含有足夠英文授課課程可滿足畢業需求）之系、所、組：
2.Programs conducted in English (including English-taught programs and programs with sufficient English courses to satisfy graduation requirements):
(1)繳交相當於CEFR(進階級)B1（含）以上之英文能力證明。
(a)Applicants shall submit proof of English proficiency equivalent to CEFR B2 (Vantage) or above.
(2)國籍為英語系國家者免繳；於英語系國家取得前一學位或前一學位為全英語授課者，提供相關證明。
(b)Not required for applicants whose country of origin is an English-speaking country. Applicants who obtained their previous degree in an English-speaking country or from an English as a Medium of Instruction program shall provide the relevant supporting documents.
(六)其他各系、所另訂應繳附之文件。(依本校招生簡章規定辦理)。
6.Other documents as required by the department or institute in question (in accordance with the rules set forth in the relevant admissions prospectus)
本校審核外國學生之入學申請時，對前項第二款至第六款未經我國駐外機構、行政院設立或指定之機構或委託之民間團體驗證之文件認定有疑義時，得要求經驗證；其業經驗證者，得請求協助查證。
Any doubts regarding the documentation specified in Subparagraphs 3 through 5 of the preceding paragraph that has not been authenticated by either a diplomatic mission, an agency established or designated by the Executive Yuan, or a private organization commissioned by the Executive Yuan shall be cleared by requesting authentication of the said documentation by an overseas agency. Any doubts regarding authenticated documentation shall be cleared by requesting a verification of the said documentation from the agency that authenticated the documentation.
外國學生所繳入學證明文件有偽造、假借、塗改等情事，應撤銷錄取資格；已註冊入學者，撤銷其學籍，且不發給任何相關學業證明；如畢業後始發現者，應由本校撤銷其畢業資格並註銷其學位證書。
Any documentation submitted by international students that is found to be forged, fabricated, or altered shall result in the cancellation of their admission. If the said violations are discovered after the international students have registered and begun classes, their enrollment and student status shall be canceled without any certification issued for their previous academic performance. If the said violations are discovered after the international students have graduated, their graduation qualification shall be nullified, and their diploma revoked.
第一項入學許可由本校以紙本、電子郵件或其他方式直接核發予外國申請人；應載明外國學生之姓名、就讀學程名稱、學位別、授課語言、入學之學年、學期開始日期、學雜費收退基準、獎助學金及其他應告知外國學生之相關資訊之中文及英文並併列對照版本，確認外國學生瞭解來臺就學相關權利義務。
The acceptance letters described in Paragraph 1 may be directly issued to foreign applicants via post, email, or other means. The letters shall contain the following information in both Chinese and English for comparison to inform foreign students of their rights and responsibilities during their period of study in Taiwan: the student’s name, program name, degree type, language of instruction, year of enrollment, semester starting date, tuition and fee payment and refund standards, scholarship and financial aid information, and other important matters that foreign students should be informed of.
六、外國學生以第二點及第三點規定申請來臺就學，以一次為限。其繼續在臺就學者，入學方式應與我國內一般學生相同。但下列情形，不在此限：
VI. International students applying for admission to study in Taiwan in accordance with the provisions of Articles 2 and 3 shall be limited to once only. Those who continue to study in Taiwan shall apply according to the admission procedure of domestic students. However, the conditions listed in the following items may not be subject to this restriction:
（一）於完成申請就學學校學程後，申請碩士班以上學程，逕依本校規定辦理。
A.Those who have completed a course of study and are applying for admission to a master’s or doctoral degree shall follow NCHU’s regulations.
（二）外國學生申請來臺就讀學士班以下學程，在國內停留未滿一年，因故退學或喪失學籍，得重新申請來臺就學，並以一次為限。
B.International students who have applied to study in a bachelor’s degree program and have stayed in Taiwan for less than one year and were dismissed or lost student status shall re-apply to study in Taiwan; such re-application is permitted only once.
外國學生已完成我國學士以上學位，繼續申請入學碩士以上學程者，得檢具我國各院校畢業證書及歷年成績證明文件，依前點規定入學，不受前點第一項第二款規定限制。
International students who have completed a bachelor’s or master’s degree in Taiwan and are applying for admission to a master’s or doctoral degree program shall submit applications with their diploma earned in Taiwan and transcript in accordance with the provisions of Article 5 and not be restricted by the provisions of Paragraph 1 and Subparagraph 2 of Paragraph 1.
外國學生在我國就讀外國僑民學校或我國高級中等學校附設之雙語部（班）或私立高級中等學校外國課程部班畢業者，得持該等學校畢業證書及歷年成績單，依前點規定申請入學，不受第一項及前點第一項第二款規定之限制。
International students who graduate from schools for foreign residents in Taiwan, from a bilingual division (program) affiliated with a domestic senior high school, or from a foreign curriculum program of a domestic private senior high school shall submit applications with their diploma earned in Taiwan and transcript in accordance with the provisions of Article 6 and not be restricted by the provisions of Subparagraph 3 of Paragraph 1, Article 6.
七、本校招收外國學生，應即時於教育部指定之外國學生資料管理資訊系統，登錄外國學生入學、轉學、休學、退學或變更、喪失學生身分等情事。
VII. Information regarding international students’ admission, transfer, suspension, dismissal, or any change to or loss of international student status, shall be promptly logged into the international student management system designated by the MOE.
八、外國學生不得申請就讀本校所辦理回流教育之進修學士班、碩士在職專班及其他僅於夜間、例假日授課之班別。但外國學生在我國已具有合法居留身分者或其就讀之班別屬經教育部專案核准之課程者，不在此限。
VIII. International students shall not apply for in-service master’s programs for recurrent education or any programs whose classes are taught only in the evening or on weekends or holidays. Notwithstanding, international students who possess an Alien Resident Certificate in Taiwan or who study in international programs specially approved by the MOE are not subject to this restriction.
九、外國學生於畢業後，經本校核轉教育部許可在我國實習者，其外國學生身分最長得延長至畢業後一年。
IX. International students who with MOE’s approval practice internship after graduation may have their status as international students extended up to one year after graduation.
The status as an international student shall be canceled when international students are permitted to have an initial household registration, move-in registration into a current household, naturalization, or restoration of ROC nationality after enrollment in Taiwan. Henceforth, they shall be dismissed from NCHU.
外國學生於本校就學後，其於就學期間許可在我國初設戶籍登記、戶籍遷入登記、歸化或回復中華民國國籍者，喪失外國學生身分，應予退學。但入學方式與我國內一般學生相同者，及依國籍法第四條第一項第一款至第三款申請歸化取得中華民國國籍者，不在此限。
International students who were admitted in accordance with the admission requirements of domestic students and who applied for naturalization of ROC citizenship according to the ROC Nationality Act, Article 4, Paragraph 1, Subparagraph 1-3, are not subject to this restriction.
已在臺就學之外國學生轉學，比照一般生相關規定辦理。但外國學生經入學學校以操行不及格或因刑事案件經判刑確定致遭退學者，不得轉學進入本校就讀。
International students studying in Taiwan who are applying for admission as transfer students shall be subject to the same rules as regular students. However, international students who have been expelled by the institution they were previously enrolled in due to a failing grade in Conduct or a conviction in a criminal case may not apply to transfer to NCHU.
十、本校外國學生入學申請之審查分三級制：
X. Reviews of admission applications from international students shall be conducted in three stages:
（一）初審：由國際事務處外籍與大陸學生事務組負責，就各申請人之表件進行審查。
1. Preliminary review: A review of each applicant’s submitted documents by the Foreign Student Affairs Division of the Office of International Affairs.
（二）複審：由各系所組成審查委員會負責，就各申請人之背景、在學成績、研究潛力等進行審查。
2. Secondary review: A review of each applicant’s background, academic performance, and research potential by a review committee formed by the responsible department/institute.
入學申請之審查標準如下：
1.在原畢業學校各學期各科成績：百分之四十。
2.留學計畫：百分之二十。
3.中文或英文能力：百分之二十。
4.研究潛力與背景：百分之二十。
The scoring criteria for the admission application review are as follows:
1. Applicant’s grades in all courses taken in each semester during their enrollment at the institution from which they graduated (40%)
2. Statement of purpose (20%)
3. Chinese or English language proficiency (20%)
4. Research potential and background (20%)
（三）決審：由本校組織「外國學生入學審查會議」負責，就全校全部申請案作一全盤考量。
3. Final review: A comprehensive review of all applications submitted to NCHU shall be performed by the International Student Admissions Review Meeting organized by NCHU.
申請入學之外國學生資料由國際事務處外籍與大陸學生事務組初審證件合格後，於每年四月三十日及十一月十五日前送各系、所複審，合格者由各系、所推薦至本校「外國學生入學審查會議」決審，審核通過後，冊列陳報校長同意，核發入學許可通知書。
The documents submitted by international students who are applying for admission shall undergo preliminary review by the Foreign Student Affairs Division of the Office of International Affairs to verify their eligibility to apply. Applications shall subsequently be forwarded to the responsible departments and institutes by April 30th and November 15th for secondary review by said departments and institutes, which shall forward the approved applications via a list of recommended candidates submitted to the International Student Admissions Review Meeting for final review. Approved applications shall be compiled and filed with the President for final approval, upon which acceptance letters can be issued to the students whose applications for admission were approved.
「外國學生入學審查會議」由國際事務長、教務長、各學院院長暨各受申請系所主任（所長）組成之，委員不克出席時，可派員代理出席，國際事務長為主席。
The International Student Admissions Review Meeting shall consist of the Vice President for International Affairs, the Vice President for Academic Affairs, all NCHU college deans, and the chairs/heads of the departments/institutes being applied for. Members who are unable to attend the Meeting may appoint a proxy to attend in their place. Each year, the Meeting shall be chaired by the Vice President for International Affairs.
國際事務長缺席時，由與會委員互推一人主持之。
If the Vice President for International Affairs is unable to attend the Meeting, a moderator shall be elected from among the members present.
國際事務處外籍與大陸學生事務組長列席做相關報告。
The director of the Office of International Affairs’ Foreign Student Affairs Division shall participate in the Meeting and give a presentation on the relevant issues.
十一、獲准入學之外國學生，應於當學期按規定時間辦理報到並完成註冊程序，因故得申請延後，但至遲不得逾該學期修業期間三分之一；已逾該學期修業期間三分之一者，錄取碩、博士班學生應於次一學期註冊入學，錄取學士班學生應於次一學年註冊入學但教育部另有規定者，不在此限。
XI. International students who were admitted shall complete the check-in and registration processes within the stipulated time frame in the desired semester. Deferrals of up to one-third of the duration of said semester may be requested. If one-third of the said semester has passed, students who were admitted into a master’s or doctoral degree program shall complete registration in the following semester, and students who were admitted into an undergraduate program shall complete registration in the following academic year. These restrictions shall apply to all international students unless otherwise stipulated by the Ministry of Education.
申請入學後，無法如期來校就讀者，得申請保留入學資格一學期，至多一年。
International students who have been admitted as students but who are unable to enroll in NCHU as scheduled may request the retention of their admitted student status for one semester or up to one year.
經核准後，其註冊與選課等程序比照本校學生辦理。
International students approved for admission shall undergo the same registration and course selection procedures as other NCHU students.
十二、入學後，系主任（所長）或指導教授認為學生專業基礎科目需加強者，得要求該研究生先行修習部分大學部課程。
XII. Chairs/heads of the departments/institutes may require enrolled graduate students with limited proficiency in specific professional core subjects to complete selected undergraduate courses in preparation for their graduate studies.
十三、本校招收外國學生，其名額以教育部核定本校前一學年度招生名額外加百分之十為原則，並應併入當學年度招生總名額報教育部核定；申請招收外國學生名額超過前一學年度核定招生名額外加百分之十者，應併同提出增量計畫（包括品質控管策略及配套措施）報教育部核定。但本校與外國大學合作並經教育部專案核定之學位專班，不在此限。
XIII. The number of international students admitted in accordance with these Guidelines shall be limited to ten percent (10%) of the admission quota for domestic students as authorized by the MOE in the previous academic year. It will be incorporated in the total admission quota of the current academic year and submitted to the MOE for approval. Whereas the number of international students planned to be admitted exceeds the said ten percent quota of the previous academic year, a proposal including the quality control steps and supportive measures shall be submitted to the MOE for approval. Notwithstanding, degree programs collaborating with universities overseas and are specially approved by the MOE shall not be subject to this restriction.
本校於前一學年度核定招生總名額內，有本國學生未招足情形者，得以外國學生名額補足，並報教育部核定。第一項招生名額，不含未具正式學籍之外國學生。
If the approved admission quota of the previous academic year is not filled by domestic students, the vacancy may be filled up by admitting international students and shall be submitted to the MOE for approval. Non-degree international students currently studying at NCHU shall not be counted toward the said ten percent quota stipulated in the preceding paragraph.
十四、本校辦理外國學生招生事務，除宣傳推廣及協助學生辦理來臺相關必要程序外，主要以架設招生網站、於國內外參加教育展、舉辦實體及線上招生說明會為主，無委由校外機構、法人、團體或個人辦理。
XIV. In addition to promoting NCHU’s international student programs and assisting students in navigating the necessary admissions procedures, other efforts to recruit international students shall include the development of a recruitment website, participation in international and domestic education expos, and the organization of physical and online admissions presentations. International student recruitment affairs may not be delegated to non-NCHU institutions, corporations, organizations, or individuals.
十五、本校外國交換學生申請入學者，各系所得酌情優先錄取。
本校在不影響正常教學情況下，得與外國學校簽訂教育合作協議，招收外國交換學生；並得準用外國學生入學規定，酌收外國人士為選讀生。
選讀生若申請就讀本校，取得正式學籍後，其已修得之科目及學分，經各系所主任（所長）同意後，得酌予採認及抵免，其抵免辦法依本校其他相關規定辦理。
XV. Current international students at NCHU may be given priority for admission by the responsible departments.
Under the condition of not affecting normal educational activities, NCHU may sign education cooperation agreements with foreign universities to recruit international students as exchange students. Admission of the said exchange students as non-degree students shall follow these Guidelines, mutatis mutandis.
After completing official registration with NCHU, non-degree students may, with the approval of the chair/head of the responsible department/institute, be granted the recognition of completed credits and be exempted from undertaking certain courses or be allowed to transfer said credits.
十六、外國學生註冊時，新生應檢附已投保自入境當日起至少六個月效期之醫療及傷害保險，在校生應檢附我國全民健康保險等相關保險證明文件。如未投保者，應於註冊時繳納保險費，由本校代辦投保事宜。
前項保險證明如為國外所核發者，應經駐外機構驗證。
XVI. During registration, newly admitted international students shall present proof of health and personal injury insurance coverage for a period of at least six months starting from their date of entry. Current students shall present proof of their enrollment in National Health Insurance. NCHU shall handle the insurance enrollment of students without insurance coverage, who shall be required to pay for their insurance premiums at registration.
If the aforementioned proof of insurance coverage is issued by an overseas provider, certification of said proof by the local diplomatic mission shall be required.
十七、本校為鼓勵外國學生來校就學，得提撥經費設置外國學生獎學金、助學金。
外國學生除雙方交換計畫另有規定外，以自行負擔一切學雜費及生活費為原則。
其在校品學兼優者，得依本校獎學金申請規定，申請獎學金。
XVII. Funds may be allocated towards setting up international student scholarships and financial aid to encourage the enrollment of International students at NCHU.
Unless otherwise stipulated for exchange programs, international students shall be responsible for the cost of their own tuition and fees as well as living expenses.
Students who demonstrate academic and personal excellence during their studies may apply for scholarships in accordance with the NCHU scholarship application rules.
十八、本校外國學生招生宣傳、入學申請獎學金、醫療保險等事宜由國際事務處負責辦理；學籍、學業、住宿及生活輔導等事宜由國際事務處協調教務處及學務處辦理。本校應於每學年度不定期舉辦外國學生輔導活動或促進校園國際化，有助我國學生與外國學生交流、互動之活動。
XVIII. The Office of International Affairs shall be responsible for handling promotions for international student recruitment, scholarship applications for admitted students, medical insurance enrollment, and other related matters. The admissions status, academic performance, and living accommodations of international students, as well as international student guidance, shall be coordinated by the Office of International Affairs and handled by the Office of Academic Affairs and the Office of Student Affairs. NCHU shall hold regular international student support activities and other events that promote an internationalized campus and facilitate communication and interaction between domestic and international students.
十九、本校因國際學術合作計畫或其他特殊需求，得成立外國學生專班，並依專科以上學校總量發展規模與資源條件標準相關規定，報教育部核定。
XIX. The establishment of international student programs at NCHU may be undertaken as a part of international academic partnerships or to meet other needs and shall require the approval of the Ministry of Education in accordance with the Standards Governing the Overall Scale of Development and Resources of Junior Colleges and Institutions of Higher Education.
二十、外國學生就學應繳之費用，依下列規定辦理：
XX. Tuition and fees for international students study are as follows:
（一）經駐外機構推薦來臺就學之外交部臺灣獎學金受獎學生及具我國永久居留身分者，依本校所定本國生收費基準。
A. Students on the Taiwan Scholarship awarded by the Ministry of Foreign Affairs and has ROC permanent residency status shall pay the same tuition and fees as domestic students.
（二）依教育合作協議入學者，依協議規定辦理。
B. Students admitted under education cooperation agreements shall pay tuition and fees as stipulated in the said agreement.
（三）前二款以外之外國學生，由本校訂定收費基準，並不得低於同級私立學校收費基準。
教育部「外國學生來臺就學辦法」中華民國一百年二月一日修正施行前已入學之學生，該教育階段應繳之費用，仍依原規定辦理。
C. Students not referred to in the preceding two subparagraphs shall pay tuition and fees set by NCHU. The said tuition and fees shall be no less than domestic private university students’ tuition and fees.
Students who have enrolled in NCHU before the enforcement of the amended MOE Regulations Regarding International Students Undertaking Studies in Taiwan on February 1, 2011, shall bear the costs under the original regulations.
二十一、外國學生有違反就業服務法之規定經查證屬實者，本校應即依規定處理。
XXI. International students who are found and confirmed to be in violation of the Employment Service Act shall be subject to the applicable rules.
二十二、本校外國學生如有休、退學或變更、喪失學生身分等情事，本校應通報外交部領事事務局及內政部移民署臺中市服務站，並副知教育部。
XXII. Information regarding international students’ suspension, dismissal, or any change to or loss of international student status shall be reported by OIA to the Bureau of Consular Affairs of Ministry of Foreign Affairs and the nearby service center of the National Immigration Agency of the Ministry of the Interior; copies of the notifications shall also be sent to the MOE.
二十三、本規定未規定之事宜，均依照教育部「外國學生來臺就學辦法」、本校學則及相關規定辦理之。
XXIII. Matters not covered by these Guidelines shall be handled in accordance with the MOE’s Regulations Regarding International Students Undertaking Studies in Taiwan, Academic Regulations of NCHU, and relevant regulations and guidelines of NCHU.
二十四、本規定經國際事務會議通過報請教育部核定後實施，修正時亦同。
XXIV. These Guidelines have been approved by the International Affairs Committee Meeting and submitted to the MOE for approval and implementation. Amendments to these Guidelines shall follow the same procedure.
