Scholarship Regulations for Foreign Degree-seeking Students

Article 1 The scholarship for foreign degree-seeking students was established to help recruit outstanding students from overseas and to support foreign degree-seeking students studying at the University. Foreign degree-seeking students are those recruited based on National Chung Hsing University Foreign Students Admissions Regulations.
Article 2 The funding for the scholarship for foreign degree-seeking students comes from public funds, the Ministry of Education (MOE) Higher Education’s Sprout Project, other funding from the MOE, and donations to the University. The number of scholarships awarded may be subject to adjustment based on the availability of funds for the current academic year and the total number of international students enrolled.
Article 3 Application Period
- New students: Applications will be held upon application for admission.
- Current students: February to March every academic year. The exact date is to be announced by the Office of International Affairs on the website.
Article 4 Qualifications
- New students: All degree-seeking applicants apply through the admissions application process for international students.
- Current students:
(I) Undergraduate students must have an average academic score over 70.
(II) Graduate students must have an average academic score over 80.
(III) Applicants who postpone enrollment for a semester will be evaluated based on their admission application documents.
Article 5 Required Documents
- New students: Application documents
- Current students:
(I) Scholarship application form.
(II) One copy of the transcript (including ranking).
(III) Academic performance evaluation form filled out and signed by the applicant’s advisor, instructor, or department director.
(IV) Other supporting materials that facilitate the review process (including certificates of Chinese language proficiency, completion of Chinese language courses, or other academic publications or services).
Article 6 Scholarships
- NCHU Scholarships are divided into two categories: monthly stipend and tuition waiver.
(I) Monthly stipend: NT$6,000 for Bachelor's and Master’s applicants per month. NT$8,000 for Doctoral applicants per month.
(II) Tuition waiver: partial tuition waiver (the same amount as domestic students) or full tuition waiver. Insurance, accommodation, computer usage fees, and miscellaneous fees are not included in the tuition waiver. - Applicants can be awarded both the monthly stipend and the tuition waiver.
Article 7 Application and Review Procedures
- New applicants need only choose the option in the admission application form to indicate that they wish to apply for the scholarship. Current degree-seeking students must fill in the application form from the University and provide the required documents.
- Applications will first be sent to the applicants’ departments for review, then the priority list of students will be sent to the respective colleges. The colleges will then submit the results of their approval process to the National Chung Hsing University Scholarship Review Committee after evaluation. Scholarship recipients will be announced after the President’s approval.
Article 8 Payment of Scholarships
- New students: The duration of scholarships is one academic year (September to July). After a scholarship recipient enrolls at the University, their scholarships will be deposited into the bank accounts of the recipients each month. The scholarship duration for recipients enrolled in the Spring semester is from February to July of that year.
- Current students: The duration of scholarships is one academic year (August to July), and scholarships will be deposited into the bank accounts of recipients each month. Applications are reviewed on an annual basis.
Article 9 Principles of Scholarships
- Recipients cannot receive both the University scholarship and other foreign student scholarships offered by government agencies at the same time. Violators will be disqualified from receiving scholarships from the University. If scholarship recipients receive more than what is specified in the Regulations, recipients will have to return the surplus amount to the University.
- Scholarship recipients will be disqualified if they receive more than NT$15,000 per month (excluding this scholarship) from other scholarships during the same period as this scholarship.
- Scholarship recipients who violate the University’s rules and receive a reprimand or more serious penalty will be disqualified from receiving the scholarship starting in the month following the imposition of said penalty and shall not be eligible for any scholarships in the following academic year.
- Recipients will be disqualified automatically if they graduate, drop out, take a leave of absence, or transfer to other academic institutions.
- If during the scholarship period, it is verified that a scholarship recipient has obtained a full-time position or a work ARC, their scholarship eligibility shall be revoked.
- Scholarship duration: Four years for undergraduate programs (five years for the Department of Veterinary Medicine), two years for master’s degree programs, four years for doctoral programs (five years for direct admission into doctoral programs).
- Disbursement period: Only current students are eligible to receive NCHU scholarships. Only scholarship recipients who complete registration by the stipulated deadline each semester shall receive the monthly stipend. Scholarship recipients shall not receive the stipend during months of absence if they have not been granted a leave of absence or given permission to leave the country. However, the above shall not apply to winter/summer vacations and thesis/dissertation writing periods. Students who are absent from school for more than two months may have their scholarship eligibility revoked. Scholarship recipients applying for reinstatement shall request approval from their associated department or institute before disbursement may resume.
Article 10 Scholarship Review Committee Composition
The Scholarship Review Committee is composed of the Dean of International Affairs, the Dean of Academic Affairs, the Dean of Student Affairs, the Dean of Research and Development Affairs, and the Deans of each College.
Article 11 Special Circumstances
- If the school has signed an agreement with foreign partner universities, then scholarships will be decided based on the agreed-upon rules.
- Project Scholarships are awarded on a case-by-case basis, subject to approval from the Office of International Affairs. Once approval is granted, the NCHU president's agreement is also required to finalize the awarding of the scholarship.
- English Programs Scholarships: funding is based on budget and access is limited to students of the program.
- To encourage academic development in each college, outstanding students nominated by partner institutions for dual degree programs at our university will receive full tuition and fee waivers. Additionally, they will be awarded monthly scholarships based on their degree program: Master’s students will receive NT$6,000 per month for one year, and Doctoral students will receive NT$8,000 per month for two years.
- Foreign students may apply for teaching awards. The amount of this award is NT$20,000 per semester, subject to adjustment for annual funding.
Article 12 The regulations will be put into effect once passed by the executive committee of the University. Later modifications will follow the same procedure.
