Implementation Guidelines for the International Student Hardship Fund
國立中興大學國際學位生助學功德金實施要點

Article 1 
National Chung Hsing University (hereinafter, NCHU or “the University”) has established the International Student Hardship Fund (hereinafter, “the Fund”) and formulated these Guidelines to provide assistance to international students facing a force majeure event (serious illness, injury, family emergency, natural disaster, accident, or war) or temporary financial difficulties, so as to help them complete their studies at NCHU.
一、國立中興大學（以下簡稱本校）對於本校國際學位生罹患重大疾病、遭逢意外傷害、家庭變故、天災、意外事故或戰爭等其他不可抗力事變或一時財務困難時，為使其獲得適時扶助，協助順利完成學業，特設助學功德金(以下簡稱本助學金)，並訂定本要點。

Article 2 
The funds referred to in these Guidelines are paid through the International Student Hardship Fund, which is funded with donations from various sources.
二、本要點所須經費，由各界捐贈「國際學位生助學功德金」款項支應。 

Article 3 
The International Student Hardship Fund scholarship amount and eligibility criteria are as follows:本助學金申請對象、金額與條件如下
1.    Any student facing financial hardship who meets the scholarship criteria promulgated by the government but whose eligibility is denied due to insufficient documentation shall be eligible for a maximum amount of NT$10,000. After the receipt of any scholarship, the applicant shall return the disbursed funds to the University Endowment Fund within one month of receiving the scholarship. Applicants who fail to comply with these rules may not apply for this fund using the same reasons.
已獲得政府公告頒發獎學金之資格，因請款文件未完備影響申請獎助致生活困難者，每名最高核給 1 萬元；申請者於獲撥獎學金後一個月內，應將核給之助學金回捐校務基金，未依規定辦理者，此後不得再以相同事由申請。

2.    Students who are unable to continue their studies and in need of emergency assistance shall be eligible for a maximum amount of NT$20,000. Repeat applications by the same applicant for the same reasons shall not be accepted. Beneficiaries of the NCHU Student Emergency Relief Fund are not eligible to receive this fund concurrently.
面臨緊急救難需求，難以繼續維持學業者，每名最高核給 2 萬元，同一事件之申請以一次為限，且不得同時支領國立中興大學學生急難慰助金。
 

Article 4 
Application and disbursement procedures:申請及核發程序如下
1. Applicants who meet the eligibility criteria set forth in these Guidelines may fill out the International Student Hardship Fund Application Form themselves or request assistance from personnel of their associated department, institute, or program. Applications shall be submitted to the Office of International Affairs for review.
符合本要點申請標準時，由國際生本人或系、所、學程人員填寫「國際學位生助學功德金申請表」，向國際事務處提出申請。

2. In addition to photocopies (front and back) of the applicant’s student ID, ARC, and passbook, the application must also have the following documents attached according to the reason for the application:申請人除檢附學生證及居留證正、反面影本、金融機構帳戶影本外，依申請原因事實檢具相關文件如下

1) Proof of scholarship eligibility as promulgated by the government政府公告獎學金資格證明
2) If the applicant is receiving medical care due to a serious illness or injury, the medical diagnosis statement and medical bill issued by the hospital as well as the applicant’s health or commercial insurance information重傷或重病就醫者，附醫院診斷證明書、醫療收據，健保或商業保險資料等。
3) Other supporting materials that facilitate the review process其他有助審查之資料。
3. Upon submission, applications shall be reviewed by the Office of International Affairs and forwarded to the President for approval, after which the hardship fund shall be disbursed directly into the international student’s account.國際事務處收件即審，陳請校長核定後，核發助學金直接匯入國際生本人帳戶。

Article 5 The Office of International Affairs may adjust the disbursed amount based on the donations made to the International Student Hardship Fund. Applications for the Fund shall be closed upon depletion of the budget.
五、國際事務處得視捐贈「國際學位生助學功德金」經費使用情形，酌予調整
核給金額，經費預算用罄後，則不再受理申請。

Article 6 The purpose of the establishment of the Fund is to support students of foreign nationality and the need for financial flexibility in their living expenses. After graduation, beneficiaries of this fund are encouraged to return the received amounts after they have secured employment or when they have the financial capacity to do so,
so that the Fund may be sustainable in assisting future international students afflicted by unanticipated hardships.
本助學金之設置目的在協助外國籍學位生有生活經費周轉因應需求。獲得本助學金者，應於畢業後就業或有餘力時，回饋原受贊助金額，使本助學 金得以永續協助有臨時急難之國際學位生。

Article 7 
These Guidelines shall come into effect upon approval by the President. The same shall apply when amendments are made hereto.
本要點經簽請校長同意後實施，修正時亦同。
