Philippine CHED and University Presidents Delegation Visits Taiwan to Strengthen Taiwan–Philippines Collaboration in Higher Education and Industry Talent Development
To deepen higher education exchanges and cooperation in industry talent development between Taiwan and the Philippines, the Philippine International Talent Circulation Base (INTACT Base), led by National Chung Hsing University (NCHU) as the lead coordinating university, together with Kun Shan University and Cheng Shiu University as co-coordinating universities, organized the 2026 Taiwan–Philippines CHED and University Presidents Education Forum and Study Visit from July 26 to 31, 2026.
The program brought together representatives from the Philippine Commission on Higher Education (CHED), as well as presidents and senior administrators from multiple Philippine universities. Through visits to the Ministry of Education, universities, and enterprises, along with the Taiwan–Philippines Education Forum, the program aimed to promote substantive collaboration in higher education, industry linkages, and international talent development.
The delegation included representatives from CHED’s central and regional offices, as well as presidents and senior administrators from a number of Philippine universities, including Mariano Marcos State University, Capiz State University, Iloilo State University of Fisheries, Science and Technology, Western Mindanao State University, Central Mindanao University, Philippine Normal University, Sulu State University, Pampanga State Agricultural University, Zamboanga State College of Marine Sciences and Technology, and Isabela State University. Representatives from the Education Division of the Taipei Economic and Cultural Office in the Philippines also joined the delegation, demonstrating the importance both Taiwan and the Philippines attach to higher education cooperation and international talent development.
The visit commenced upon the delegation’s arrival in Taiwan on July 26, with activities spanning Taipei, Taichung, Nantou, and Kaohsiung. On July 27, the delegation visited the College of Bioresources and Agriculture and the Center for Intelligent Agriculture Education and Research at National Taiwan University to learn about Taiwan’s achievements in agricultural technology and smart agriculture education and research. The delegation also attended meetings and a dinner hosted by the Ministry of Education. On July 28, the delegation traveled to central Taiwan and visited Machan International Co., Ltd., where participants gained insights into the company’s practical experience in manufacturing, research and development, and global market development.
On July 29, the delegation visited National Chung Hsing University, where the program included a college briefing, visits to testing facilities, and a tour of an internship store. These activities introduced NCHU’s strengths in teaching and research, testing services, hands-on learning environments, and university–industry collaboration. Later that afternoon, the delegation visited CH Biotech Co., Ltd. to learn more about Taiwan’s agricultural biotechnology industry and its achievements in research, development, and practical applications. By connecting university and industry visits, the program provided the delegation with a more comprehensive understanding of how higher education and industry are integrated in Taiwan.
The program also extended to industrial and higher education institutions in southern Taiwan. On July 30, the delegation visited ASE Group to learn about the development of Taiwan’s semiconductor industry and its role in global supply chains. The delegation then traveled to National Sun Yat-sen University to attend the Taiwan–Philippines Education Forum, where participants engaged with seven other Taiwanese higher education institutions to discuss international education cooperation, talent development, and future directions for collaboration. Through visits across northern, central, and southern Taiwan, the delegation gained a comprehensive understanding of Taiwan’s environment for international industry talent development from policy, academic, and industry perspectives.
The Philippines is an important partner in Taiwan’s efforts to advance New Southbound education cooperation and international industry talent development. The visit by CHED representatives and Philippine university presidents not only provided Philippine higher education leaders with a deeper understanding of Taiwan’s higher education system and developments in smart agriculture, biotechnology R&D, manufacturing, and the semiconductor industry, but also created opportunities for further dialogue on student development, industry internships, international talent circulation, and future cooperation mechanisms.
Looking ahead, the Philippine International Talent Circulation Base will continue to serve as a platform connecting higher education institutions and industry partners in Taiwan and the Philippines. By integrating the resources of the lead and co-coordinating universities and working closely with Taiwanese partner universities and industry partners, the Base will promote more diverse pathways for studying in Taiwan, industry talent development, and university–industry collaboration, thereby laying a stronger and more sustainable foundation for long-term educational and industrial cooperation between Taiwan and the Philippines.
